Under the Government backed ECO scheme we hope to help residents in the UK become warmer and more energy efficient by providing eligible customers FREE or heavily subsidised boiler replacements.

The ECO Scheme

The ECO scheme means that gas and electricity suppliers with more than 250,000 household customers - including British Gas, EDF Energy, Eon, Npower, SSE and Scottish Power - are obliged to help households with energy efficiency measures. These measures will save households money on their energy bills, help keep homes warmer, and help to reduce carbon emissions.

What is the Energy Company Obligation?

ECO is the government's umbrella term for its programme to make houses in the UK more energy efficient. It covers the Affordable Warmth Obligation and the Carbon Emissions Reduction Obligation (CERO). 
As part of ECO, the government estimates that £1.3bn per year worth of energy efficiency and heating measures will be delivered across Great Britain. The scheme is planned to run until September 2018. Reforms to the Eco scheme from April 2017 simplified the eligibility criteria for Affordable Warmth. It now covers more households and is targeted more towards those with low incomes.

Free boilers and other ECO energy efficiency improvements

Under ECO, grants are available to cover all or part of the cost of energy-efficiency measures; most commonly loft insulation, cavity wall insulation, solid wall insulation, double glazing or a new boiler.
It's quite complicated to work out if you're eligible for ECO funding - it depends on what improvements your home needs, where you live, the level of carbon or cost savings made and if you receive any benefits.
Between 2013 and 2016, around 1.6 million homes had energy efficiency measures installed as part of ECO, according to the government.


Which energy suppliers offer ECO?

Each obligated supplier has to contribute to a certain amount of energy-efficient home improvements, based on its market share. You can find ECO support from any obligated supplier, not just the company you buy your energy from.
The Big Six energy firms all provide Eco support. The following energy suppliers also have enough customers, so are obliged to participate in Eco: Economy Energy, Extra Energy, First Utility, Ovo, The Co-operative Energy, The Utility Warehouse and Utilita. Energy-efficient measures available through ECO include loft insulation, wall insulation and replacement boilers.

Save money on your energy bills

Make sure you're on the cheapest tariff possible. If you're on a standard tariff with one of the Big Six energy companies - and most people are - you can save hundreds of pounds by switching to a better deal.
You can find ECO support from any obligated supplier, not just the company you buy energy from.

Am I eligible?

If you claim benefits and live in private housing

You might be eligible for help if you live in private housing (for example you own your home or rent from a private landlord) and get one of the following benefits and meet the following criteria:

  •  Boiler over 7 yrs old, 5 years old and faulty
  •  Oil / LPG boiler, or electric storage heaters

     

If you claim Child Tax Credit, Working Tax Credit or Universal Credit your eligibility will depend on your income (see the benefit table in How it Works tab).

If you rent we will need the homeowner’s permission before we can carry out the installation..

How Help to Heat works                          

Each obligated supplier has an overall target based on its share of the domestic energy market in Britain.

The obligated energy suppliers work with installers to introduce certain efficiency measures into your home such as boiler replacements, insulation or other.

The main obligation of the scheme is described below. 

The obligations explained

The Home Heating Cost Reduction Obligation (HHCRO), also known as the Affordable Warmth Obligation or from April 2017, Help to Heat, requires energy suppliers to promote the installation measures that lead to financial savings on energy bills, such as the installation of insulation and heating measures. 

You are eligible under this aspect of ECO if you receive at least one of the following benefits and satisfy the relevant income requirements, where applicable:

  • Income-related employment and support allowance (ESA)
  • Income-based jobseeker’s allowance (JSA)
  • Income support
  • Pension Guarantee Credit
  • Tax Credits (on the condition that the household’s relevant income does not exceed the amount set out in our scheme guidance)
  • Universal Credit (on the condition that the household’s relevant income in any of the preceding 12 assessment periods does not exceed the amount set out in our scheme guidance).

The Carbon Emissions Reduction Obligation, also known as CERO, energy companies provide funding for wall and roof insulation measures and connection to district heating as primary measures and other secondary energy efficiency measures where a primary measure is installed.

CERO is available to all households regardless of income or benefit received, although at least 15% of installations must be within rural areas. 

Can I benefit from ECO?

In order to benefit from ECO you must own your own home or have the permission of your landlord. 

You can benefit from ECO regardless of who you purchase your energy from since you don’t need to buy energy from an obligated supplier in order to benefit. 

It is important to note that eligibility for ECO does not necessarily mean that an energy supplier or installer will decide to install an energy efficiency measure in your home.

Advice for Tenants

You may be able to have ECO measures installed if you are a tenant living in privately rented premises through Help to Heat. To do so you must gain consent from your landlord.

If you are able to secure appropriate Help to heat funding, then the landlord cannot unreasonably refuse consent from April 2016. This right is set out in Part two of the Energy Efficiency (Private Rented Property) (England and Wales) Regulations 2016.

Part two of the Energy Efficiency (Private Rented Property) (England and Wales) Regulations 2015 established a new right for domestic private rented sector tenants, whereby tenants can request consent from their landlord to install energy efficiency improvements in the property they rent, and the landlord cannot unreasonably refuse consent. These new rights take effect from April 2016, and are subject to the tenant securing suitable funding for the requested improvements.

This guide provides an overview of the steps a tenant must take when preparing a consent request for their landlord, the steps a landlord must take when considering a tenant’s request (including details of the situations where a consent request may be declined), and the process a tenant should follow to appeal a landlord’s decision. The information in this guide will also be helpful to local authorities and other organisations who provide support and advice to tenants on housing and rental issues.

Key steps a tenant must take when preparing an energy efficiency consent request:

  • checking their tenancy type,
  • deciding which energy efficiency improvements they wish to make,
  • securing appropriate funding, and
  • compiling the necessary evidence and preparing the written request.

Key steps a landlord must take when considering an energy efficiency consent request:

  • deciding whether there are any grounds under which they could reasonably refuse consent,
  • deciding whether they need to obtain additional advice or evidence before making a decision,
  • deciding whether they require third part consent before consenting to the tenant’s request, and
  • deciding whether they wish to make a counter proposal.

Chapter 3, Part 4 (pages 32-34) describes the steps a tenant can take if they believe their landlord has not complied with the Regulations.

Please note that while the provisions described in this guidance document are designed to ensure that a clear process exists for tenants who wish to request consent to make energy efficiency improvements to their rented accommodation, tenants and landlords remain free to make more informal energy efficiency arrangements if they choose.

If you are in receipt of Tax Credits, please check the income section of your annual award letter. The combined wages for the current year need to be less than the amounts stated on this website, subject to how many children are stated on the award letter. You dont need to include the tax credit awards as part of this income. Your letter must be dated within 18 months. All Qualifying benefits paperwork must be addressed to the same property as the boiler is to be installed. If your paperwork is still at an old address, please contact the relevant government helpdesk for a new version to be issued.





Free Heating Survey

One of our Energy Assessors will contact you to arrange a convenient time to visit you, check your qualifying paperwork and conduct a quick energy assessment of your home.
This assessment takes around 1 hour and they will check that the old heating system qualifies for replacing. As well as checking the old heating, they will need to measure the house size, sketch the floorplan and note the radiator locations. They will also need to take some photos as a requirement of the funders. Access will be required to all rooms for this purpose.




New Heating installed

An OFTEC registered engineer that has been approved to fit boilers under the ECO scheme will then contact you to arrange a suitable time to replace your old boiler with a new A+ rated condensing boiler. They will take away the old boiler and any rubbish that is created during the install, so there is no need to worry. If your home also needs heating controls they will fit a Programmer, TRVs and a Room Thermostat. All you will need to do is sign a form to confirm the new boiler has been fitted.





Quality - Selected customers maybe contacted by an independent assessor to ensure that the heating has been installed to the required standards. This process ensures that installers working under the ECO scheme are fit and proper and helps maintain customer satisfaction. As such you can rest assured that work completed under ECO is of a high standard.

Warranty - All boilers and storage heaters fitted under ECO will be brand new and provided with a manufacturer warranty to help with peace of mind.

Servicing - In order to maintain a boiler warranty we recommend servicing your boiler on an annual basis. There is no obligation to have the boiler serviced by any particular installer. An optional servicing package can be offered if required.
